When does a refugee camp become a neighborhood, a town or a city?

What moment transforms it from temporary shelter to  permanent domicile?

How many years of prayer before a tent is a home? Not a minimum security prison, crowded  pens, or perennial coups. How many silent years? How many long despairing years?

Outdoor warehouses storing unwanted human beings, their existence overstayed and pending resolution.

Could it be that such was the plan preceding the event?  

Removal, denigration, demoralization, stultification, silent-creeping self-eradication.

Seems simply a matter of who’s in, and who keeps them in.

                                         Do we even care?
